KUPPET Warns Over Looming Crisis In CBC Implementation
The Kenya Union of Post Primary Education Teachers (Kuppet) has warned education stakeholders on looming crisis in CBC implementation.
Competency Based Curriculum (CBC) will not be implemented effectively as per the initial plans according to the Kenya Union of Post Primary Education Teachers if the teachers who are at the centre stage of its implementation are not properly motivated.
Busia Executive Secretary for kuppet, Moffat Okisai, stated that the success of CBC implementation largely depends on the motivation of the JSS teachers who if not motivated accordingly will not be able to deliver.
The executive secretary further noted that referring to a trained and qualified resource person as an intern is an abuse and demeaning. According to the mandates for Teachers Service Commission as per section 237 of the constitution there is no mention of interns. The secretary wondered how it all began. As per the constitution, TSC is mandated to register, recruit, deploy, promote, and discipline qualified teachers.
All registered teachers have outgrown being referred to as interns. This is after completing teaching practice exercise successfully. Teaching practice is equivalent to internship in other professions.
According to the Kuppet Busia branch executive secretary, TSC is referring to teachers as interns so as to pay them less money. This in itself is not fair to trained personnel in labour practices. In addition, it is a breach of the Bill of Rights Cap.4 section 41 which states that every employee is entitled to fair remuneration. Paying intern teachers 17, 000 shillings per month is an outright mockery to the teaching fraternity, he added.

Moffat, observed that doctor’s union, has rejected a remuneration of seventy thousand shillings for its interns and that Teacher Service Commission paying its qualified employees seventeen thousand shillings is not acceptable.
Moffat Okisai further added that TSC is perpetuating discrimination in the education sector. This is because JSS teachers have different rates of payment for the same tasks performed. For instance, there are four categories of JSS teachers: JSS cohort one, JSS cohort two, JSS under permanent and pensionable terms and JSS deployed from primary. This is a clear indication of conflict in the remuneration of JSS teachers.

In Tana River, Kuppet Executive Secretary Omondi Oluoch took part in the Monday protest over the poor renumeration of JSS teachers. Olouch was seen carrying water as he led other JSS intern teachers in Tana River during their Monday April 29, 2024 protest. Olouch showed support and solidarity to his colleagues.
KUPPET Tana River officials led by their Executive Secretary Omondi Oluoch in their petition presented to TSC through Tana River TSC County Director in Hola, stated that the Commission should immediately confirm all JSS interns to permanent and pensionable terms and further compensate them for the period they worked as interns and to fully obey and uphold court orders.
