New Funding Model: Ruto Clarifies Several On Fees On University Letters
KCSE 2023 Candidates are set to join universities and colleges this after receiving university letters with huge fees structure.
According to president William Ruto, the fees on the letters issued by universities to students were misleading.
Speaking in Ogembo, Kisii county on Wednesday, Ruto said that the amounts on the letters were what it could cost one to complete the entire course in University.
“The government will instruct the universities to withdraw those letters and issue proper ones to parents”, Ruto said.
“The letters issued by our universities were misleading because they were talking about the cost of courses. We want those letters that were released earlier to be withdrawn and proper letters issued as to the amount of money a parent is supposed to pay and not the cost of the course,” Ruto said.

President Ruto’s clarification was a relief to parents and guardians who received letters with the abnormal fees.
Ruto insisted that the government has changed the delivery model of giving funds to universities.
He said this has seen the amount set aside for higher education doubled from the initial Sh45 billion.
“I want to announce that we have changed the delivery model because we have increased the money available for funding for our higher education. We have increased the money from Sh45 billion to Sh82 billion,” the President said.
Following President’s remarks universities will issue new letters indicating how much a parent is supposed to pay and not the cost of the course.
Ruto assured parents that he would make sure all Kenyan children have access to higher education.

In July, Higher Education and Research PS Beatrice Inyangala nullified fees for first-year students placed in universities by KUCCPS.
Inyangala said the new structure will be issued from August 19.
“The Ministry of Education wishes to inform the public, particularly parents and guardians of students that the fees to be paid by students and their families as relates to the full cost of each degree programme as previously communicated in the admission letters is hereby nullified and does not apply anymore,” she said.
