The Meru County Assembly has received a petition to seek impeachment proceedings against Governor Kawira Mwangaza.
Meru resident Turanira Salesio Mutuma has accused Governor Mwangaza of misconduct and abuse of office in a petition filed on Thursday.
Mr Mutuma said Kawira violated the Meru Revenue Act 2014 by announcing that she would be appointed as the new CEO of the Meru County Board of Revenue.
Mr. Murega also accused the governor for unconstitutionally sending Baichu to represent her in a USAID’s stakeholders meeting, so he is not allowed to act on behalf of the Meru county Government.
On September 11, 2022, Hon. Kawira Mwangaza said on her Facebook page that she is not ready to work with other leaders because she is an independent governor.
On September 30, 2022Cabinet of Ministers contrary to Article 27 of the Constitution of Kenya, 2010 and Section 35 of the County Government Ordinance No. 17 of 2012. I have written a memorandum and an affidavit to the County Assembly for violation of this rule. Meru and I raised the Red Flag from the Nomination Committee. ”
He added: “On September 30, 2022, Hon. Kawira Mwangaza appointed Mr. Rufus Miriti as secretary contrary to article 44 of the county Government Act No. 17 of 2012. Hence the reason why his name was not sent to the county Assembly for verification purposes. ”
Mutuma also said that after her husband visited the Igoji Meru Youth Service (MYS), the regent who was arrested unfairly labeled the owner of the rented facility as a thief.
He also accused Kawira of “helping the honorable house” by storming the county assembly and youth row and calling MCA “cartel” without evidence.
According to the petition, Kawira on October 24, 2022 incited MCA Mwenda Ithili against the constituency to insult the people of Akatha Ward, Tigania West Constituency.
On October 25, 2022, Hon. Kawira Mwangaza while in Abogeta West Ward, Imenti South Constituency appoints an alternate “MCA” to replace the constitutional role of each elected member of the said ward DMK Kyogora. This has been declared a coup against all elected MCAs in violation of Article Six of the 2010 Kenya constitution,” he said.
In addition, the governor has been accused of nepotism for employing family members to serve in various positions in his official office.
The petition states that she is the concubine and personal assistant of two sisters, her husband is an official driver, her cousin is the spokesperson of the Meru County Government, and her husband is the patron of the Meru Youth Service (MYS).
This is called lawlessness and disorder, apart from the people attending official meetings at their headquarter.
Mr. Mutuma therefore wants the Meru county Assembly to open impeachment proceedings against Governor Kawira and investigate the allegations and then call on the county Governor to respond to them.
