SNE Teachers Exempted From Extra Lessons by TSC
The Teachers Service Commission (TSC) exempts SNE teachers in regular schools from handling extra lessons in regular classes.
According to the Circular number 11/2024 dated August 14, 2024 and addressed to all Curriculum Support Officers and all heads of institutions, the Commission Secretary and Chief Executive Officer Dr Nancy Macharia affirmed that the decision is to enable the teachers to fully focus on their core responsibilities.
In the circular, Dr. Macharia noted that the original plan, in which the instructors also taught some ordinary sessions, undermined the goal of giving students in those special units a high-quality education overall.

The Commission has learned that instructors designated for those Special Units are receiving extra teaching duties in standard classrooms.
This approach undercuts the goal of giving students with exceptional and unique requirements a high-quality education while also undermining the specialized care that these students in special units need, according to Dr. Macharia.
As a result, in order to allow teachers assigned to Special Units to concentrate on their primary duties, the Commission mandates that they not be given additional courses in Regular classes.
Thus, TSC Field Officers must guarantee adherence to the Commission’s Directives.
According to her, the Commission runs targeted recruitment and deployment initiatives to assign educators with Special Needs Education (SNE) training.

These educators can work with a variety of disabilities, including mental health issues, autism, physical disabilities, cerebral palsy, hearing and vision impairments, deaf-blindness, and others. A few months prior, on April 8, 2024, during a retreat in Naivasha, TSC and the Kenya Union of Special Needs Education instructors (KUSNET) reached an agreement that included the redistribution of 6,000 SNE instructors who had originally sought to be transferred from regular to SNE institutions.
This directive follows that agreement. The exemption from additional classes, which is currently in effect, and the establishment of a SNE division at the Commission headquarters were two other agreements that were made.
