The teacher Service Commission (TSC) has provided the latest 2021 guidelines for the renewal of contract and recruitment of intern teachers for secondary and primary schools.
Following TSC advertisement for employment of intern teachers in future, the following guidelines must be adhered to:
A) General Guidelines
- The Board of Management of the institution
- The school board of management is required to conduct a selection process for the advertised vacancies in the institution.
- The head of the institution
- The panel for the selection process is expected to practice the highest levels of transparency and accountability as per the Public Officers ethics act and TSC code of conduct and teachers’ ethics. The head of the institution is mandated to induct the school board of management and or the section panel on the areas relevant to the Teacher Service Commission (TSC) Act, the code of regulations for teachers (CORT) and other administrative procedures before the start of the exercise.
- TSC county director
- The TSC county directors are expected to ensure that the recruitment process adheres to dot the COVID-19 pandemic protocols as stipulated by the ministry of health (MOH).
B) Guidelines on Intern Teacher Applicants
- All applicants must be registered by TSC as stipulated in section 23(1) of the TSC act 2012. Any teacher who is not registered is not legible for recruitment.
- Applicants whose names differ in identification card and or certificates should carry a duly sworn and signed affidavit that explain the variation the names.
- Applicants who sat for KCSE and or KCPE examinations must present copies of certificates of the national examinations in question for all attempts.
- Application is only done online via TSC online platform www.teacheronline.tsc.go.ke for the county where the vacancy is advertised.
C) System merit list
The system will generate a merit list which is then sent to the TSC county directors. The county director shall share the merit list with their respective sub-county directors and heads of intuitions who shall then use it to organize interviews.
D) Interviews guidelines.
1. The applicants who merit will be invited for an interview. The invited applicants will be required to carry originals and clear copies of the following documents:
- National Identification card
- NCPWD card for persons with disabilities where applicable.
- KCPE certificates or their equivalent
- KCSE certificate or its equivalent
- Diploma/Degree certificate and official transcripts.
- Certificate of teacher registration.
- Sworn affidavit in case names in the submitted documents differ.
- Leaving certificates for both primary and secondary school and other relevant testimonials.
2. After consultation and agreement reached, the date, venue and time of the interview should be displayed on notice boards at the institution, zone, sub-counties and county.
3. The head of the institution should do a message to the shortlisted applicants via SMS (short message service) at least seven days before the actual day of the interviews informing them of the date, venue and time.
4. All meriting applicants shall be given an equal opportunity during interviews regardless of gender, disability, ethnicity, tribe or Home County. However, in case of a tie in the scores, the following will be considered in their order of priority:
- Disability status of the applicant, if any
- The applicant’s performance or grade in teaching practice.
- Year or date of graduation. Preference will be given to the applicant who graduated early.
- Academic and professional performance in KCSE and KCPE respectively.
5. Previously employed applicants by TSC shall not qualify for the internship program.
E) Documents verification and authentication guidelines
During interviews, all the invited applicants who attend the interview must present original and legible photocopies of the following documents:
- National Identification card
- NCPWD card for persons with disabilities where applicable.
- KCPE certificates or their equivalent
- KCSE certificate or its equivalent
- Diploma/Degree certificate and official transcripts.
- Certificate of teacher registration.
- Sworn affidavit in case names in the submitted documents differ.
- Leaving certificates for both primary and secondary school and other relevant testimonials.
- A copy of personal insurance certificate.
- Certificate of good conduct/waiting slip of the certificate of good conduct.
F) Vetting of applicants
The panel shall vet each applicant separately to verify that:
- He/she meets the TSC advertisement requirements.
- Presented original academic and professional certificates and transcripts and determine whether they are authentic.
- The secretary board of management of the institution should verify if the copies of credentials are true copies of original certificates provided and confirm to the TSC sub-county director.
G) Document verification and authentication by the TSC county director.
Once the board ensures that the successful applicant has signed the internship agreement form and is issued with an offer of internship letter, the entry report (casualty) must be submitted to the TSC headquarters immediately after the intern teachers repots for duty.
TSC county director verifies the documents and upon ensuring that all the requirements are met by the successful candidate issues offer internship letters to the intern teacher.
A copy of the Offer of internship letter accompanied with other relevant documents shall be submitted to the TSC Headquarters within the scheduled timelines.
NOTE
Any applicant(s) who shall present forged academic, professional, and other documents commits an offenccommithall therefore be disqualified and considered for deregistration subject to disciplinary processes.
