List of 720 Ghost Workers Removed From Payroll In Kisii County
Kisii County has removed 720 ghost workers from payroll after they failed to turn up for a staff head count exercise.
The staff head exercise which was conducted in November last year was chaired by Kisii County’s second government honorable Simba Arati.
According to the letter dated September 22, 2023, County Secretary James Ntabo said majority of the workers removed from the payroll did not turn up for the staff head count exercise.
The intent of the exercise was to identify and weed out ghost workers from the county’s payroll.
However, majority of the affected staff have complained that despite attending the said headcount exercise and having been on duty have been removed from payroll.
They said no show cause Letters have been written to them despite the County Secretary indicting in his memo that the letters had been issued to the 740 officers.
Section 44(a) of the employment act 2013, indicates that before dismissal, a show cause letters should be written to the employees to explain why they should not be dismissed from the service.
The human resource manager was directed by the County Secretary and Head of Public service to stop the salaries with immediate effect.
In the health department, a total of 397 staff have been affected including Consultants, Medical Doctors, Clinical Officers and other non-medical staff.
78 staff in the department of Education, 55 from the Agriculture Department, 58 from Administration and 10 from Executive among others from other departments have also been dismissed.
The other category of ghost workers who add up to 50 are those whose contracts expired, deceased and those who transferred their services to other counties.
All the affected staff are set to miss their October salaries.
