Refund of Housing Levy Deducted From Teachers
Kuppet pushes the government to refund housing levy that was deducted from teachers’ January salary.
Akelo Misori, Secretary General of KUPPET, stated on Wednesday that TSC is unable to use the fact that they had already prepared the payroll as an explanation for the deductions that took place.
“In this country, we have observed that teachers are paid even on the seventeenth of the subsequent month, despite minor payroll concerns. A significant issue at hand, for which the Court of Appeal has issued an order, requires a recall of any payroll that has been paid to the bank, according to Misori.
He claimed to have seen several teachers’ paystubs with the levy deducted.
“Many members from around the country have shared their payslips with us and they all indicate the Commission deducted the Housing levy tax from the January 2024 salaries,” Misori stated.
“This is despite there being clear orders by the High Court and Court of Appeal declaring the Housing Levy illegal and unconstitutional,” he stated.
According to Misori, the court’s decision was made just in time to let TSC adjust the payroll as needed.

According to him, the TSC’s decision to withhold the illegal fee from teachers demonstrates the Commission’s willingness to break the law.
He stated that KUPPET is in favor of the Housing deductions being released right away.
“We have also asked the Commission for a guarantee that it will follow future judicial orders. including, too, the directives regarding the Housing Levy,” he declared.
Misori pleaded with the government to take all necessary precautions to safeguard the pay and benefits of teachers.
He declared that KUPPET will take all necessary steps to safeguard the pay and perks of teachers.
“This includes instituting contempt proceedings against TSC in their personal capacity over this matter of the Housing Levy tax,” he stated.
“Amid the economic difficulties that teachers and all Kenyans are facing, the last thing we expect from a responsible employer is the making of illegal deductions from their pay,” Misori stated.
“We could have yelled in the streets if we had known they would flagrantly disregard court orders. The shouting that they can comprehend the most,” Misori remarked.

“But we thought they would be responsible Commission and a responsible employer.”
According to Misori, the union never supported the Finance Bill 2023, which infuriated Kenyans.
