Parliament Issues Fresh Directives Concerning JSS Teachers
The Teachers Service Commission (TSC) was given instructions by the Budget and Appropriations Committee on Wednesday to hire all junior secondary school teachers who had been participating in an internship program on a permanent and pensionable basis.
The committee’s chair, Kiharu MP Ndindi Nyoro, declared that the project had sufficient funding in the 2024–2025 fiscal year, thanks to government allocations.
“I can guarantee this chamber that adequate resources are currently available to verify the JSS interns into long-term and pensionable roles,” Ndindi Nyoro said.
Furthermore, Nyoro gave TSC the order to hire everyone of the 46,000 interns who have been working under the program in his capacity as the head of the influential committee.
The member further stated that, in contrast to the previous proposal, which called for the TSC to hire the interns in January 2025, the hiring of interns would be contingent upon the budget’s passage.
“I would like to request the TSC to confirm the interns as soon as the budget is passed. From this floor of this house, please do not wait until January 2025 to confirm the interns,” said Ndindi Nyoro.
He went on to say that the instructors have given their all for the country despite receiving meager pay.

The Junior Secondary School intern teachers agreed to halt their three-week strike after signing a return-to-work agreement on Saturday, June 1, which led to the parliamentary orders.
The instructors would return to work on Monday, June 3, according to the deal made on Madaraka Day.
One of the most significant concessions made by TSC was the removal of all show-cause letters that had been sent to teachers for taking part in the strike.
TSC has promised to reinstate teachers whose salaries were withheld and their registrations revoked as a result of their participation in the strikes.
An intriguing development occurred when several JSS instructors refused to follow the agreed return to work formula, which stated that they would only retool after they were given permanent jobs with pensions.
