Wavinya Ndeti the new governor for Machakos County has exposed alleged new ways that were used by the former governor to swindle money from the county kitty.
Wavinya Ndeti said the government had lost millions of money due to corrupt individuals and systems during the ten years term of her predecessor.
To support her allegations Wavinya cited five cases where Minors were put on the payroll as county employees among the anomalies used as strategies to steal public funds from the treasury.
Wavinya Ndeti spoke during the swearing-in ceremony of various task forces at her office in Machakos County on Wednesday.
The task forces include; pending bills verification and audit, lands and houses verification, Human Resource audit, vehicle inspection and audit, Information Communication and Information (ICT) and Infrastructure Audit Taskforce.
The taskforces will help investigate and interrogate the current state of the County Government and recommend the way forward and resolutions to enable the government work effectively, said Wavinya Ndeti.
The governor disclosed that some of the reports presented to her office had revealed that there were 36 cases of shared bank accounts, 14 of officers with the same ID numbers but different KRA PINs on the payroll, 2 cases of officers with similar IDs but different payroll numbers and 28 cases of officers with same payroll numbers but different ID numbers.
She said there was one case of an officer with one tax PIN, but different payroll numbers.
Wavinya Ndeti added that there were 14 cases of officers with the same payroll numbers but different tax PINs and they were being paid by the county government.She said there were 8 other cases of doubtful arrears payments.
Wavinya Ndeti said other cases were; 11 cases of multiple arrears payments, 229 cases of duplicated arrears payments, 37 cases of irregular gross monthly pay and 109 cases of both special and basic salary payments.
Others included 2,334 cases of both special and rental house allowance, 128 cases of both special and basic pay salary payments and 1,226 cases of yet to be deducted tax arrears payments.
“There were ten cases of non-HR officers editing records, ten cases of unresolved disciplinary cases beyond six months and five cases of engagement of underage persons, ” Ndeti said.
She told the county’s IT personnel to secure her administration’s network.
“We have constituted teams of highly competent individuals both from within Machakos and beyond who are experts in their respective fields. I give them my blessings and wish them all the best,” Ndeti said.
Ndeti said she wanted the county to go 100 per cent digital, with no more paperwork.
She said the greatest war they had in Machakos County was on matters of land.
Ndeti said she won’t pay pending bills unless they were confirmed to be done work where procedures were followed before and during implementation or procurement.
She said the county had close to Sh3 billion pending bills.
